Heat Stress on the Factory Floor: UK Law and Your Liabilities

Sitting at a desk in a 28°C office is uncomfortable, but performing heavy manual labour, operating a forklift, or managing a high-speed packing line in a 35°C warehouse is actively dangerous.

When a summer heatwave hits an industrial facility, the risk profile of your business changes overnight. Heat stress destroys concentration, severely slows reaction times, and dramatically increases the likelihood of catastrophic workplace accidents.

If you are managing a warehouse, factory, or logistics hub, you cannot afford to ignore the rising thermometer. Here is what UK law requires you to do, and the liabilities you face if you fail.

The HSE "Reasonable" Clause in Industry

Just like in an office environment, the UK Health and Safety Executive (HSE) does not specify a legal maximum working temperature. (The legal minimum for strenuous physical labour is 13°C).

However, employers have a strict legal duty under the Workplace (Health, Safety and Welfare) Regulations 1992 to maintain a "reasonable" temperature and to protect workers from recognized hazards. In a warehouse setting, extreme heat is officially classed as a severe hazard.

Because industrial work elevates the body’s metabolic rate, workers reach dangerous core temperatures much faster than office staff. If a worker collapses from heat stroke or crashes a forklift due to heat-induced fatigue, and the HSE discovers you took no preventative action to manage the climate, you will face severe regulatory fines and legal liability.

The Warning Signs of Heat Stress

You must train your floor managers to recognize the physical symptoms of heat stress before it escalates to a medical emergency. Watch for:

  • Muscle cramps and extreme lethargy

  • Sudden clumsiness or slower reaction times around heavy machinery

  • Confusion, irritability, and irrational behaviour

  • Inability to focus on safety protocols

Mandatory Preventative Measures

If you cannot air-condition the entire warehouse, you must implement aggressive mitigation strategies:

1. Hydration is Non-Negotiable: You must provide easily accessible, chilled drinking water on the factory floor. Workers should not have to walk across a massive 50,000 sq ft facility to get a drink.

2. Mechanical Airflow: Stagnant heat is lethal. You must deploy industrial drum fans to keep air moving across the floor. If you have stationary workers (e.g., quality control or packing stations), you are expected to provide localized spot cooling. Blasting a high-BTU portable AC unit directly at a worker's station proves you have taken reasonable steps to protect their health.

3. Adjusting the Output Expectations: You cannot expect standard pick-and-pack rates when the warehouse hits 32°C. Forcing staff to maintain winter speed during a summer heatwave is the fastest way to trigger a heat exhaustion incident.
